The national criteria for new rural communes for the period 2026-2030, issued with Decision No. 51/2025/QD-TTg dated December 29, 2025, by the Prime Minister, will take effect from February 15, 2026. This serves as the basis for localities to organize the implementation, evaluation, and recognition of communes that meet the new rural commune standards during the 2026-2030 period.
On March 31, 2026, the Ministry of Industry and Trade issued Circular No. 17/2026/TT-BCT to concretize regulations and guidelines for implementing certain criteria under the National Criteria Set for New Rural Communes in the period 2026-2030, within the scope of state management of the Ministry of Industry and Trade.
Previously, on October 26th and 27th, 2026, the Ministry of Industry and Trade's working group visited Tay Ninh province to guide, encourage, and supervise the implementation of criteria and content for building new rural areas in six communes: Truong Mit, Long Chu, Tan Tru, Thu Thua, Dong Thanh, and Duc Hue.

According to the work program in Quang Ngai, on November 2nd, 2026, the delegation conducted a field survey and worked with the People's Committees of Binh Son and An Phu communes on the results of implementing criteria and contents under the responsibility of the Industry and Trade sector, including: rural electricity, rural commercial infrastructure, industrial clusters and e-commerce; in the afternoon of the same day, the delegation worked with the Department of Industry and Trade of Quang Ngai province. On November 3rd, 2026, the delegation continued its field survey in An Phu commune before concluding the trip.

Besides the achievements, the Department of Industry and Trade also pointed out some difficulties and obstacles in the implementation process related to rural power grids, industrial clusters, and e-commerce. Specifically, regarding criterion 7.3 on the effective implementation of e-commerce activities, Quang Ngai province currently has 10 communes registered to "reach the finish line" early, with 5 out of 10 communes assessed by the Department of Industry and Trade as meeting criterion 7.3. To achieve this result, the Quang Ngai Provincial Department of Industry and Trade has conducted surveys, assessments, and implemented many support activities for the communes, such as training, workshops, and livestreaming sales of local specialties, bringing many practical and effective benefits.

Mr. Nguyen Van Thinh, Deputy Director of the Industry Department - Ministry of Industry and Trade, and Head of the working group, delivered a speech at the meeting.
Based on this, the Department of Industry and Trade recommends that the Central Steering Committee for National Target Programs consider allocating central government budget funds and mobilizing preferential loan sources to support Quang Ngai province in investing in rural electricity grids during the 2026-2030 period, prioritizing the task of eliminating illegal electricity connections and providing electricity to border communes and communes facing extreme difficulties. It also recommends that the Ministry of Industry and Trade provide specific guidance on evaluating indicators 3.10, 2.5, and 7.3 regarding evaluation methods, supporting documents, etc., ensuring consistency, objectivity, feasibility, and suitability to the local conditions.
Speaking at the working session, the Head of the Ministry of Industry and Trade's working group acknowledged and highly appreciated Quang Ngai province's proactive approach in directing and implementing criteria and contents in the field of Industry and Trade. Representatives from local agencies and units also proactively exchanged information and clarified some issues that Quang Ngai still faces in implementing Circular No. 17/2026/TT-BCT dated March 31, 2026, of the Ministry of Industry and Trade.
Participating in the Ministry of Industry and Trade's working group as the focal point for guiding the implementation of criterion 7.3, representatives from the Department of E-commerce provided specific guidance on various aspects related to the implementation of criterion 7.3 during working sessions with localities in Dong Thap, Tuyen Quang, Nghe An, Thanh Hoa, Tay Ninh, and Quang Ngai. This included focusing on the methodology for determining indicators, the scope of calculation, and the methods for collecting and aggregating e-commerce sales; preparing supporting documentation; and organizing live stream sales sessions. In addition, representatives from the Department of E-commerce discussed supporting and facilitating the participation of local businesses in live stream sales, as well as organizing training and development of e-commerce human resources for officials responsible for criterion 7.3 in these communes.
During working sessions with local authorities, the Head of the Ministry of Industry and Trade's working group requested that localities continue to closely follow the Ministry's guidelines, strengthen guidance and supervision of commune-level People's Committees in reviewing and completing supporting documents, and accelerate the implementation of the criteria. Regarding proposals and recommendations from localities, the working group will compile them and report to the Ministry of Industry and Trade for consideration and resolution within its authority.
