Anticipating the 2025 E-commerce Law: Quang Ninh proactively builds a transparent digital business environment

To enhance the capacity and professional skills in the fields of e-commerce and food safety for officials and civil servants from the provincial to the commune level; businesses, cooperatives, and business households in the province, on June 26, 2026, the Department of Industry and Trade of Quang Ninh province organized a conference entitled "Disseminating legal regulations on food safety and e-commerce, raising awareness and skills in applying e-commerce in business activities" .

The conference was attended by Mr. Nguyen Huu Tuan - Director of the Center for E-commerce and Digital Technology Development (eComDX) - Department of E-commerce and Digital Economy, Ministry of Industry and Trade; Mr. Cam Duc Quan - Deputy Head of the Trade Management Department, Department of Industry and Trade of Quang Ninh province; Mr. Nguyen Van Thoai - Deputy Head of the Market Management Department of Quang Ninh province; along with representatives from the People's Committees of communes, wards, and special zones in the province; representatives from the Quang Ninh Provincial Business Association; the Quang Ninh Young Entrepreneurs Association; and representatives from businesses and business households in Quang Ninh province…

Effective state management of e-commerce is key to creating a transparent online business environment.

Mr. Cam Duc Quan - Deputy Head of the Trade Management Department, Quang Ninh Provincial Department of Industry and Trade, delivered the opening remarks at the conference.

In his opening remarks at the conference, Mr. Cam Duc Quan, Deputy Head of the Trade Management Department, emphasized that in the context of strong digital transformation, e-commerce has become an important driving force of the digital economy. It is not only an effective distribution channel that helps expand markets and optimize costs, but also a bridge to bring local products further afield. 

Therefore, e-commerce is no longer an optional solution, but has become an inevitable method of doing business in the electronic environment. State management of e-commerce is extremely important, serving as the key to creating a transparent online business environment, protecting consumer rights, preventing counterfeit goods, ensuring tax fairness, and promoting the sustainable development of the national digital economy. On December 10, 2025, the National Assembly passed the Law on E-commerce. This Law No. 122/2025/QH15 plays a core role in standardizing the online market and officially came into effect on July 1, 2026.

Furthermore, ensuring food safety is one of the key tasks, directly protecting public health and contributing to the sustainable development of society. In early 2026, many violations of food safety regulations, including the sale of counterfeit, substandard, and unidentifiable food products, were detected and handled by authorities. In particular, the rapid development of e-commerce and online business models is posing new, multifaceted challenges, requiring state management of food safety and e-commerce to become increasingly decisive, proactive, and comprehensive.

Therefore, Mr. Quan emphasized that the Quang Ninh Department of Industry and Trade, in coordination with the Department of E-commerce and Digital Economy (Ministry of Industry and Trade), organized the conference to improve the capacity and professional skills of officials and civil servants from the provincial to the commune level, while also raising awareness and promoting the widespread application of e-commerce and food safety in the business community and among the people in the province.

The 2025 E-commerce Law is a crucial turning point in Vietnam's digital transformation journey.

Speaking at the conference, Mr. Nguyen Huu Tuan, Director of eComDX and representative of the Department of E-commerce and Digital Economy, focused on introducing the new aspects of the legal system regarding e-commerce, with a highlight being Law No. 122/2025/QH15 on E-commerce (E-commerce Law 2025). Mr. Tuan emphasized: “ The E-commerce Law 2025 is a crucial turning point in Vietnam’s digital transformation journey .” “By the time it officially comes into effect on July 1, 2026, platforms must immediately comply with the new regulations of the E-commerce Law 2025 ,” Mr. Tuan noted .

According to Mr. Tuan, Quang Ninh is a locality with great potential for developing trade, tourism, services, and border gate economy. Therefore, promoting the application of e-commerce is of particular importance in developing the digital economy and improving the efficiency of state management.

Therefore, at the Conference, the Director of eComDX focused on discussing with commune and ward officials, businesses, cooperatives, and business households in Quang Ninh province the overview of e-commerce, current e-commerce development trends; and issues related to the E-commerce Law and the Decree guiding its implementation. The eComDX representative specifically introduced the regulations on parties participating in e-commerce activities according to the new Law, such as: e-commerce platforms operating directly, intermediary e-commerce platforms, social networks with e-commerce activities, integrated e-commerce platforms, organizations providing support services, and their corresponding responsibilities; The requirements include information disclosure, seller verification, personal data protection, consumer rights protection, complaint resolution, removal of infringing information, and online reporting through the E-commerce Management System (online.gov.vn)... In particular, Mr. Tuan clarified the hierarchical structure of general responsibilities, specific responsibilities for each type of platform, and the responsibilities of large digital platforms... 

Besides updating legal regulations, Mr. Tuan also shared many practical contents such as the transition from offline to online, popular e-commerce business models such as: livestream selling, e-commerce on social media platforms (social commerce), DropShipping, affiliate marketing, distribution forms such as D2C, F2C, B2B2C in connecting grocery suppliers, application of artificial intelligence (AI) in content creation, customer care, data analysis and business operation optimization... These are trends that are creating strong changes in the business methods of enterprises in the digital age, helping businesses, cooperatives and household businesses in Quang Ninh province update current e-commerce trends.

Through the sharing session by experts from the Department of E-commerce and Digital Economy, officials and civil servants from the provincial to the commune level in Quang Ninh have enhanced their awareness and necessary skills to manage and supervise e-commerce activities in the context of the rapidly developing digital economy in Quang Ninh, contributing to improving the effectiveness and efficiency of state management from the provincial to the grassroots level.

Also at the conference, Mr. Pham Quang Khuy, Head of the General Affairs Department of the Quang Ninh Provincial Market Management Sub-Department, disseminated regulations related to food safety in online business activities. According to Mr. Khuy, the sale of food on e-commerce platforms needs to fully comply with regulations on origin, storage conditions, traceability, product information disclosure, and the responsibility of businesses and individuals towards consumers. This is a crucial factor in building consumer trust and contributing to the development of e-commerce in a transparent, safe, and sustainable manner.

In his closing remarks at the conference, a representative from the Quang Ninh Provincial Department of Industry and Trade stated that the conference had contributed to updating the knowledge of officials and civil servants at all levels on policies, laws, and management methods for e-commerce activities in the new context; enabling businesses, cooperatives, and business households to access modern digital business models, gradually improving their digital transformation capacity and effectively exploiting e-commerce platforms; and raising public awareness about safe online shopping, using products with clear origins, and protecting their rights when participating in transactions in the digital environment. 

For Quang Ninh province, enhancing the capacity to apply e-commerce will be a crucial foundation for leveraging local advantages, expanding product markets, promoting digital economic development, and improving the quality of services for people and businesses in the new era.

In the coming period, the Center for E-commerce and Digital Technology Development (eComDX) - Department of E-commerce and Digital Economy will continue to coordinate with localities to implement many training and support activities for businesses to promote the application of e-commerce, contributing to the achievement of digital economy and digital society development goals and building a modern, transparent, safe and sustainable e-commerce ecosystem.
