In 2025-2026, the Center for E-commerce and Digital Technology Development (eComDX) - under the Department of E-commerce and Digital Economy (Ministry of Industry and Trade) - actively played a connecting and promoting role in the development of e-commerce and the digital economy through numerous important memoranda of understanding (MOU) and strategic cooperation agreements.
2025: Marks the birth and breakthrough of eComDX with partners in e-commerce, finance, and technology platforms.
Specifically :
1. Memorandum of Understanding for cooperation with TikTok Shop and partners (May 2025) within the framework of TikTok Shop CSR Day 2025 - Together For Good

Objective: To collaborate on the implementation of the National E-commerce Week and online shopping day onlinefriday.vn and the GoOnline program in all 6 economic regions nationwide, "Proud of Vietnamese Goods," "OCOP Market Fair," and "Vietnamese Goods Soaring." The core activity will be an in-depth e-commerce training program for businesses and young human resources in localities to develop sustainable e-commerce business. In addition, diverse trade promotion activities will be implemented to promote and boost the consumption of local branded products to consumers nationwide. The program will equip 300,000 traditional market traders nationwide with e-commerce business skills through the development of a "Digital Transformation Handbook," skills training programs and livestream sales sessions, and in-depth training on regulations of the E-commerce Law, Advertising Law, Taxation, etc., to enhance the capacity of KOLs and KOCs.
2. Memorandum of Cooperation with the Chemical Trade and Service Center - Vietnam Chemical Corporation in advising on the e-commerce development strategy of Vinachem Corporation through vinachemmart.com (May 2025)


3. Memorandum of Understanding with BIDV Bank (June 2025) on cooperation in e-commerce development.


Objective: To become a comprehensive partner supporting Vietnamese businesses in leveraging digital financial solutions, piloting digital payments in traditional markets, and perfecting the national e-commerce ecosystem.
4. Memorandum of Understanding on cooperation with Vu Hai Technology Application Joint Stock Company (August 2025) regarding strategic cooperation on digital transformation.


Objective: To implement digital service solutions such as electronic Certificate of Origin (C/O) declaration, integration of digital signatures, electronic documents, and digitization of logistics/customs processes (VAN-Logistics platform).
5. Memorandum of Understanding with Shopee

In November 2025, eComDX partnered with the Department of E-commerce and Digital Technology to sign an MOU with Shopee in Singapore.
Objective: To promote cross-border B2C exports for small and medium-sized enterprises (MSMEs) and develop a "Vietnam National Pavilion" on the international Shopee platform.
6. Memorandum of Understanding with Sys Vietnam and the Vietnam Association of Youth with Disabilities (November 2025)

On the afternoon of July 10th in Hanoi, SYS Vietnam, eComDX (Ministry of Industry and Trade), and the Vietnam Association of Youth with Disabilities signed a cooperation agreement to implement a digital skills training program, support entrepreneurship, and business networking specifically for people with disabilities. This is an important step to help disadvantaged groups access the digital economy in a fair and sustainable way, with practical models such as TikTok Shop, livestream selling, affiliate marketing, etc.
2026: Focus on expanding the reach of local products and preparing for continental-level events - Go Global
1. Collaboration with the Youth Entrepreneurship Support Center (SYS Vietnam) and the Dak Lak Durian Association (February 2026)


Objective: To enhance the value of agricultural products (Central Highlands durian) through digital capabilities, online brand building, and optimization of e-commerce distribution channels.
2. Partnership with the Alliance for Cross-Border E-commerce (ACBC) (January 2026)


Objective: To coordinate the organization of the Global Cross-Border E-commerce Conference 2026 (GCEBS 2026) in Hanoi, and to organize business delegations to visit, learn from, and exchange experiences in developing cross-border e-commerce in markets such as China, the US, and the EU.
