From August 25th to 27th, 2026, the Center for E-commerce and Digital Technology Development (eComDX), under the Department of E-commerce and Digital Economy, participated in a working group of the Ministry of Industry and Trade, led by the Department of Innovation, Green Transformation and Industrial Promotion, in coordination with the Department of Electricity and the Department of Domestic Market Management and Development, to conduct a working program in Nghe An province. The purpose was to guide, encourage, and supervise the implementation of criteria and contents under the National Target Program for New Rural Development giai đoạn 2026–2030, which is under the responsibility of the Ministry of Industry and Trade.
During the working trip, the delegation conducted a series of field surveys and worked with the Department of Industry and Trade of Nghe An province, the People's Committee of Con Cuong commune, and the People's Committee of Hoa Quan commune to assess the results of implementing criteria under the management of the Ministry of Industry and Trade, and to guide localities in overcoming difficulties and completing the implementation roadmap in the coming time.

During the working sessions, representatives from the Nghe An Department of Industry and Trade and the People's Committees of the communes provided comprehensive reports on the implementation results and local characteristics, while also discussing future directions for implementing industry and trade-related activities.
In Con Cuong commune, Mr. Tran Anh Tuan, Chairman of the People's Committee, said that the locality has gradually promoted and encouraged households, businesses, cooperatives, and organizations and individuals in the area to apply digital technology in production, business, promotion, and product consumption. As a result, awareness of the application of digital technology and e-commerce in production and business activities has gradually improved.
However, according to representatives of the Con Cuong Commune People's Committee, e-commerce activities in the area are currently mainly on a small scale. The application of digital platforms, online sales skills, product promotion, and digital branding among a portion of production and business households are still limited. These are areas that the local authorities have identified as needing continued attention in the implementation process in the coming time.

Based on this, Con Cuong commune aims to strengthen propaganda and support for organizations, individuals, and production and business establishments in applying digital technology and e-commerce in promoting, introducing, and selling products. At the same time, the locality will continue to review products with potential and strengths to propose activities to connect, promote, and expand consumption markets, gradually improving the effectiveness of e-commerce application in production and business.

In Hoa Quan commune, the application of e-commerce has been given attention by the local authorities, linked to the dissemination of policies and guidelines serving the people's livelihoods, food safety, and the development of production and business. Mr. Le Van Ty, Vice Chairman of the Commune People's Committee, said that the locality is promoting the application of e-commerce and logistics services in conjunction with commodity production areas, including products that have initially been connected and promoted for consumption in the domestic and export markets.

One typical case shared by the locality is the OCOP product Phuc Hung Thinh Hooked Tea, which has been connected to and promoted for consumption in the domestic market and is gradually expanding into the export market. Through practical implementation, the locality has realized that e-commerce and digital solutions can support market expansion and improve consumer access to local products.
However, representatives from the Hoa Quan Commune People's Committee also stated that residents and small traders in the area still face difficulties in accessing digital platforms and implementing traceability systems. Meanwhile, the team of professional civil servants mainly works on a part-time basis and lacks specialized personnel in the field of Industry and Trade, leading to difficulties in organizing and implementing some contents.
Based on this situation, Hoa Quan commune requests that higher authorities provide resources to improve market infrastructure, upgrade the power grid, and add transformer stations. They also hope to receive support for practical training programs on video recording, livestreaming, and the application of simple AI tools, thereby enhancing the digital business skills of the people.
The discussions between Con Cuong and Hoa Quan revealed that the conditions for implementing e-commerce in each locality have different characteristics, ranging from the level of technology application and the capacity of business entities to infrastructure and human resources. This also provides a basis for designing guidance and support for e-commerce implementation to suit the needs and actual conditions of each area.
Implement Criterion 7.3 in a manner appropriate to local conditions.

According to Decision No. 1451/QD-UBND dated April 14, 2026, of the People's Committee of Nghe An province, Con Cuong commune and Hoa Quan commune belong to group 3 in the subgroup of communes building new rural areas in the 2026-2030 period. Therefore, the implementation of Criterion 7.3 on e-commerce in these areas is oriented towards encouraging and creating momentum for the development of the digital economy in accordance with the conditions, resources, and specific characteristics of each locality.
According to representatives from the Center for E-commerce and Digital Technology Development (eComDX) under the Department of E-commerce and Digital Economy, for communes in Group 3, the focus is not on chasing achievements or performance indicators, but rather on gradually integrating e-commerce into practice, creating tangible value for the people and the locality. Based on this, eComDX aims to support localities with a flexible approach, focusing on enhancing digital capabilities for those in need, from digital business skills, content creation, product photography, to applying simple AI tools and organizing livestreams to promote local agricultural products and specialties when appropriate.
Along with skill enhancement, connecting businesses with e-commerce platforms, postal and logistics units, and digital payment solutions is also considered a supportive approach to gradually expand the market for local products, especially for OCOP products and regional specialties.
Regarding difficulties in access and implementation, eComDX representatives stated that the Center is researching and developing concise and accessible guidance materials such as manuals, handbooks, and brochures to support local officials with additional reference materials in the process of implementing, managing, and gradually measuring the effectiveness of e-commerce activities at the commune level. This approach aims to reduce administrative pressure while allowing localities to proactively choose content suitable to their actual conditions.
Based on field surveys in Con Cuong and Hoa Quan communes, the working group noted difficulties regarding digital skills, human resources, infrastructure, and conditions for implementing e-commerce, providing a basis for guiding and supporting the localities in implementing contents in the field of Industry and Trade in the future.
The working visit to Nghe An serves as a basis for localities to further refine the implementation roadmap, while strengthening the application of e-commerce in line with the actual needs of people, production and business establishments, and local products with competitive advantages, contributing to improving the effectiveness of the National Target Program for New Rural Development in the 2026-2030 period.
