Field survey and guidance on implementing Criterion 7.3 on e-commerce in Tuyen Quang.

From July 22-24, 2026, a working group from the Ministry of Industry and Trade, led by the Department of Innovation, Green Transformation and Industrial Promotion, in coordination with the Department of Electricity, the Department of Domestic Market Management and Development, and the Department of E-commerce and Digital Economy (represented by the Center for E-commerce and Digital Technology Development - eComDX), conducted a working program in Tuyen Quang province to guide, encourage, and supervise the implementation of criteria and contents under the National Target Program for New Rural Development giai đoạn 2026–2030, which is under the responsibility of the Ministry of Industry and Trade.

During the working trip, the delegation worked with the Department of Industry and Trade of Tuyen Quang province, the People's Committee of Hong Thai commune and the People's Committee of Na Hang commune to conduct a field survey and assess the results of implementing criteria under the management of the Ministry of Industry and Trade; and at the same time, guide the localities in overcoming difficulties and completing the implementation roadmap in the coming time.

This activity is part of the plan to implement national target programs for the period 2026–2030, in which the Ministry of Industry and Trade is assigned to guide, inspect, and supervise the implementation of contents related to rural electrification, commercial infrastructure, industrial clusters, and the effective implementation of e-commerce activities, contributing to promoting digital transformation and the development of the digital economy in rural areas.

The working group visited the People's Committee of Na Hang commune.

During the working sessions, representatives from the Department of Industry and Trade of Tuyen Quang province and the People's Committees of the communes reported on the implementation of criteria under the purview of the Ministry of Industry and Trade, and also highlighted the difficulties encountered during the implementation process.

Regarding the effective implementation of e-commerce activities, reports from localities indicate that many new indicators are still in the preparation phase or have not yet been implemented synchronously. The percentage of businesses, cooperatives, and household businesses trained in e-commerce skills remains low; commune-level officials have not received in-depth training on e-commerce management; and activities supporting people in accessing online buying and selling, applying digital platforms, livestreaming sales, or using artificial intelligence (AI) in business are still limited.

Furthermore, there is still much room for improvement in establishing local e-commerce support networks, connecting logistics, building digital business communities, and developing product promotion activities on digital platforms.

The results of the field surveys serve as an important basis for the working group to assess the extent to which the criteria are met, and to propose solutions appropriate to the conditions of each locality in the next implementation phase.

Local guidelines for effective implementation of e-commerce activities.

According to representatives from the Center for E-commerce and Digital Technology Development (eComDX) under the Department of E-commerce and Digital Economy, to gradually achieve the goals in the 2026-2030 period, localities need to develop a roadmap to enhance digital capacity for three target groups: management officials, businesses/cooperatives/household businesses, and the general public. The development of e-commerce should not only be assessed through the number of online businesses but also reflect the level of formation of a digital ecosystem in the locality with the participation of the government, businesses, and the community.

Representatives from eComDX also shared several solutions to promote e-commerce tailored to local conditions, such as enhancing business skills training on digital platforms; organizing livestream programs to promote agricultural products, OCOP products, and local specialties; applying AI in content creation and sales; and connecting with logistics companies, digital payment providers, and e-commerce platforms to expand consumer markets.

At the same time, localities are guided on how to develop implementation plans, collect data, complete supporting documents, and quantify implementation results to ensure that the evaluation and monitoring of criteria are carried out consistently and in accordance with regulations.

Through the working program, the delegation acknowledged the efforts of Tuyen Quang province in implementing national target programs, and identified several areas that need continued focus in the coming period, especially criteria related to digital transformation and e-commerce. This serves as a basis for localities to further refine their implementation roadmap, contributing to improving the effectiveness of national target programs in the 2026-2030 period.

 

eComDX partners with local authorities to promote e-commerce.

   Over the past period, the Center for E-commerce and Digital Technology Development (eComDX), under the Department of E-commerce and Digital Economy, has collaborated with many localities such as Quang Ninh, Son La, Phu Tho, Gia Lai, Vinh Long, Hue, and Tuyen Quang to implement training programs and provide professional support on e-commerce.

   The programs focus on disseminating the new regulations of the 2025 E-commerce Law and Decree No. 248/2026/ND-CP guiding its implementation; guiding the effective implementation of e-commerce activities at the local level according to the National Criteria for New Rural Communes in the 2026-2030 period; and simultaneously training e-commerce management skills for officials, business skills on digital platforms, livestreaming sales, AI application, digital branding, and developing online sales channels for businesses, cooperatives, and household businesses.

   Through this series of activities, eComDX is gradually accompanying localities in improving their capacity for state management of e-commerce, supporting the effective implementation of state policies and guidelines, and contributing to the formation of an e-commerce ecosystem and promoting the development of the digital economy in rural areas.
