On May 30, 2025, the Center for E-commerce and Digital Technology Development (Department of E-commerce and Digital Economy - Ministry of Industry and Trade) - eComDX, in collaboration with the Department of Industry and Trade of Bac Giang province, organized a training conference on "State Management of E-commerce".
The conference aims to equip government officials and businesses with in-depth knowledge of regulations and practices in e-commerce, while also helping them grasp new trends and technologies to enhance the effectiveness of e-commerce management and development at the local level

The conference attracted delegates from state agencies, organizations, and businesses, especially management agencies in Bac Giang province. Participants not only gained knowledge about policies and laws but also had the opportunity to exchange experiences and learn about specific issues related to e-commerce, including the procedure for notifying the Ministry of Industry and Trade about e-commerce websites selling goods. In addition, the conference also addressed several violations and administrative penalties related to e-commerce according to current regulations, as well as the inspection, examination, and handling procedures in this field.
At the conference, Mr. La Van Nam, Deputy Director of the Bac Giang Department of Industry and Trade, stated that the e-commerce market in Vietnam has become a popular business method, playing a crucial role in the development of the digital economy and digital transformation. The diversity of operating models, participants, and operational processes, along with the support of internet infrastructure and modern technology, has made e-commerce a pillar of socio-economic development for Bac Giang province and the entire country. However, to effectively manage e-commerce, we need to promote and research legal policies, ensuring their effective operation and application, including policies for sellers, consumers, and tax policies in the online environment.
Mr. Nam also emphasized that state management of e-commerce law is a key factor for the sustainable development of the e-commerce industry. At the conference, he hoped that experts would share important content such as Decree No. 52/2013/ND-CP and Circular No. 47/2014/TT-BCT, update new points in Decree No. 85/2021/ND-CP, and regulations related to e-commerce, especially violations and administrative penalties. He also requested guidance on skills to identify fraudulent and deceptive methods in e-commerce, and how to approach and handle violations on social media platforms such as Facebook, Zalo, and Instagram, in order to protect consumer rights and ensure a fair and transparent e-commerce environment.
Regarding the challenges and potential of e-commerce in Bac Giang that Mr. Nam shared, Mr. Nguyen Huu Tuan, Director of the Center for E-commerce and Digital Technology Development - eComDX, emphasized the importance of applying legal regulations to promote the sustainable development of e-commerce, and shared important updates on new policies and e-commerce management processes. Mr. Tuan stated that e-commerce not only promotes the development of businesses but also contributes to improving economic efficiency, creating more opportunities to access the global market, fostering competition, and increasing labor productivity. He also shared information on current legal regulations, including Decree No. 52/2013/ND-CP, which regulates e-commerce activities, creating a clear legal framework and protecting consumer rights in the online business environment.
In addition, Mr. Tuan also updated on the new points in Decree No. 85/2021/ND-CP, especially the regulations on managing e-commerce platforms, inspection and examination procedures, and handling violations, aiming to ensure that e-commerce activities are more transparent, fair, and sustainable in the future. These updates not only help state agencies and businesses better understand the current legal environment, but also serve as a basis for relevant parties to develop e-commerce activities effectively and legally.
Experts at the conference also shared the necessary procedures for registering and notifying the Ministry of Industry and Trade about e-commerce websites selling goods. The conference also focused on common violations in the e-commerce sector such as selling counterfeit goods, unfair competition, and fraudulent activities on e-commerce platforms. The handling of these violations was discussed in detail, along with measures for inspection, investigation, and enforcement.One of the key parts of the conference was sharing methods for identifying fraud and scams in e-commerce, especially in livestreaming and social media sales. Experts at the conference provided techniques and methods for effectively identifying, preventing, and addressing these behaviors.
