Ninh Binh updates new regulations on e-commerce, promoting local digital transformation

On July 30, 2026, the Ninh Binh Provincial Department of Industry and Trade, in coordination with the Center for E-commerce and Digital Technology Development (eComDX), the Department of E-commerce and Digital Economy, Ministry of Industry and Trade, organized a conference to disseminate new regulations in the field of e-commerce and provide training on the application of e-commerce in production and business activities for state management officials, enterprises, cooperatives, and business households in the province.

The conference was attended by leaders of the Ninh Binh Provincial Department of Industry and Trade; representatives from the eComDX Center; and a large number of delegates including officials from departments, agencies, businesses, cooperatives, business households, and related units in the province.

With the Law on E-commerce 2025 and Decree No. 248/2026/ND-CP officially coming into effect on July 1, 2026, timely updating of legal regulations, enhancing state management capacity, and supporting businesses in applying e-commerce are becoming urgent requirements in localities. This conference aims to contribute to the effective implementation of new legal regulations, promote digital transformation, and enhance the competitiveness of businesses in the digital economy.

Updating policies creates a foundation for e-commerce development.

Mr. Nguyen Thanh Binh, Deputy Director of the Department of Industry and Trade of Ninh Binh province, delivered a speech at the conference.

In his opening remarks at the conference, Mr. Nguyen Thanh Binh, Deputy Director of the Department of Industry and Trade of Ninh Binh province, emphasized that although the locality possesses great potential in agricultural products and OCOP products, e-commerce activities in the area still face many difficulties in the process of digital transformation and adaptation to new legal regulations. This situation necessitates an urgent need to improve the comprehensive capacity of both state management forces and the business community.

Directly clarifying the new regulations of the 2025 E-commerce Law and Decree No. 248/2026/ND-CP, Mr. Nguyen Huu Tuan, Director of eComDX, shared the core contents of the new legal framework for e-commerce activities. 

Accordingly, at the conference, Mr. Tuan focused on clarifying the scope of regulation, applicable subjects, and new policies of the Law; classifying e-commerce platform models, social networks with e-commerce activities, and integrated platforms; and analyzing the responsibilities of platform owners, sellers, buyers, livestreamers, affiliate marketers, and units providing logistics, payment, and technical infrastructure services within the e-commerce ecosystem. In addition, the eComDX representative also introduced new regulations on e-commerce with foreign elements, electronic seller authentication (eKYC), consumer protection, reporting requirements, and mechanisms for coordinating the handling of violations as stipulated in the Law and Decree.

Local guidelines for building e-commerce ecosystems.

Besides discussing the new legal framework, Mr. Nguyen Huu Tuan guided the villagers on how to implement Criterion 7.3 on the effective operation of e-commerce activities, which is part of the National Criteria for New Rural Communes in the 2026-2030 period.

According to eComDX representatives, Criterion 7.3 not only assesses the number of entities participating in online business but also aims to measure the level of formation of an e-commerce ecosystem at the local level through three pillars including: (1) digital capacity and skills; (2) local community ecosystem; and (3) level of e-commerce implementation.

Regarding the pillar of digital capabilities and skills , the eComDX representative emphasized the need to enhance the skills of three target groups: government officials, businesses, cooperatives, household businesses, and citizens, through practical training programs on e-commerce management, livestreaming sales, digital marketing, cross-border e-commerce, and equipping them with safe transaction skills in the digital environment.

Regarding the community ecosystem pillar , Mr. Tuan stated that localities need to gradually form e-commerce support groups, online support groups on digital platforms, promote the role of exemplary business entities, strengthen connections with postal and logistics businesses, and organize livestream sessions to promote and sell agricultural products and OCOP products, chaired by the local government.

Regarding the pillar of e-commerce deployment , Mr. Tuan focused on guiding localities to monitor and evaluate the percentage of entities participating in online business; the level of digitalization and traceability for OCOP products and typical rural industrial products; and guiding methods for statistically analyzing e-commerce revenue, collecting data, building supporting documents, and quantifying implementation results in accordance with regulations to serve the evaluation and monitoring of Criterion 7.3.

Guidance on applying e-commerce skills in production and business activities.

To help businesses and households easily apply these principles in practice, Ms. Tran Quynh Trang, an expert from eComDX, shared many practical experiences on social commerce and building brands using short videos. According to Ms. Trang, in the context of consumers increasingly preferring to shop online through social media, short videos are key to helping businesses easily reach customers, build trust, and encourage them to close deals. In addition, the expert also guided businesses on how to operate online stores, develop digital brands, and promote local specialties in a way that suits their actual resources.

Ms. Tran Quynh Trang, representative of eComDX, provided guidance on digital sales skills to delegates at the conference.

Beyond introducing trends, the program also dedicated time to practical training, helping participants access methods for building sales content on digital platforms. Attendees learned about a standard 6-step video script creation process, including: attracting viewers (Hook), identifying needs, introducing solutions, creating compelling evidence, offering incentives, and calling to action (CTA). Simultaneously, attendees were guided on techniques for selecting camera angles, methods for producing short content, and how to optimize communication messages to enhance product promotion effectiveness on social commerce platforms.

The program was lively, with many questions and practical discussions revolving around building a TikTok channel, developing a digital brand, livestreaming sales, and how to effectively utilize e-commerce platforms in production and business operations.

The conference not only helped Ninh Binh's management forces and business community to keep up-to-date with new legal regulations, but also equipped them with many skills to apply e-commerce in production and business activities. 

The conference in Ninh Binh also continued eComDX's series of activities in disseminating the 2025 E-commerce Law and Decree No. 248/2026/ND-CP; guiding the implementation of Criterion 7.3 on e-commerce in building new rural areas; and training e-commerce application skills for businesses, cooperatives, and business households in localities. Through this, it contributes to improving state management capacity, promoting digital transformation, and developing a safe and sustainable e-commerce ecosystem.

eComDX partners with local authorities to promote e-commerce.

     Recently, the Center for E-commerce and Digital Technology Development (eComDX) has also collaborated with many localities nationwide, such as Quang Ninh, Son La, Phu Tho, Gia Lai, Vinh Long, Hue, Tuyen Quang, and Ninh Binh, to implement training programs and provide professional support on e-commerce.

    eComDX's programs focus on disseminating the new regulations of the 2025 E-commerce Law and Decree No. 248/2026/ND-CP guiding its implementation; guiding the effective implementation of e-commerce activities according to Criterion 7.3 of the National Criteria Set for New Rural Communes in the 2026-2030 period; and simultaneously training e-commerce management skills for officials, business skills on digital platforms, livestreaming sales, AI application, digital branding, and developing online sales channels for businesses, cooperatives, and household businesses.

     Through this series of activities, eComDX is gradually accompanying localities in effectively implementing Criterion 7.3 on e-commerce, contributing to building an e-commerce ecosystem at the grassroots level, promoting digital transformation and developing the digital economy in the National Target Program for New Rural Development giai đoạn 2026–2030.
