Summary of the "Training Program for E-commerce and Digital Economy Lecturers in 2025"

The "Training Program for Lecturers on E-commerce and Digital Economy 2025" was successfully held in Hanoi, Da Nang, and Ho Chi Minh City, providing new perspectives on training digital human resources. The program attracted nearly 600 lecturers and faculty leaders from universities and colleges nationwide, as well as representatives from related organizations.In 2023, the first E-commerce and Digital Economy Lecturer Training Program was held in Hanoi, Da Nang, and Ho Chi Minh City, attracting nearly 500 lecturers and faculty leaders nationwide, along with many business representatives. The program offered a new perspective on digital workforce training. Building on that success, in 2024, the program was expanded in scale, reaffirming its role as a bridge between academia and businesses.

Following its success, the Vietnam E-commerce Association, in collaboration with the Department of E-commerce and Digital Economy, is organizing the 2025 E-commerce and Digital Economy Lecturer Training Program, themed “Human Resources for Sustainable E-commerce,” for lecturers from universities and colleges nationwide. The program is part of the project “Developing lectures, organizing training and e-commerce events to improve the quality of human resources and develop the market.” This is also a concrete activity implementing the National Strategy for the Development of the Digital Economy and Digital Society until 2025, aiming to integrate e-commerce knowledge and skills into teaching, while strengthening practical application and the use of digital technology in training.

According to the National E-commerce Development Master Plan for the period 2021-2025, which sets the goal of having 50% of educational institutions providing e-commerce training by 2025, and outlines the task of "Training e-commerce knowledge and skills for teachers in universities, colleges, and vocational high schools, developing a network of lecturers and experts with experience in teaching and imparting knowledge and skills in e-commerce."

Based on Decision No. 411/QD-TTg dated March 31, 2022, of the Prime Minister approving the National Strategy for the Development of the Digital Economy and Digital Society until 2025, with orientation to 2030, which sets out the task of "Strengthening the practical content in training majors in digital technology, digital economy, and digital society; introducing digital platforms, digital technologies, especially Vietnamese digital platforms and open technologies, into training programs so that students have the opportunity to practice and access real-world situations," today's program is a concrete activity to implement the above-mentioned task.

Attending the program were Dr. Le Hoang Oanh - Director of the Department of E-commerce and Digital Economy, Ministry of Industry and Trade; Mr. Tran Trong Tuyen - Vice President of the Vietnam E-commerce Association, along with leaders of the participating universities and over 600 lecturers and faculty leaders from training institutions, as well as representatives from relevant organizations and businesses.

 

In his opening remarks, Dr. Tran The Son emphasized the particularly important role of developing a team of lecturers with in-depth expertise in e-commerce and digital economy to meet the demands of the modern context. He affirmed that this is a key factor in improving the quality of training and scientific research, thereby contributing to the sustainable development of the economy.

This training program, themed "Human Resources for Sustainable E-commerce," is a concrete and practical activity within the framework of the project "Developing lectures, organizing events, and providing training on e-commerce to improve the quality of human resources and develop the market."

Simultaneously, the event also concretizes the key tasks set out in the National E-commerce Development Master Plan for the period 2021-2025 and the National Strategy for the Development of the Digital Economy and Digital Society to 2025, with a vision to 2030. The implementation of the program demonstrates the strong commitment of the Department of E-commerce and Digital Economy as well as the Vietnam E-commerce Association in jointly building a network of high-quality lecturers, creating a solid foundation for the sustainable development and integration of Vietnam's e-commerce.

At the Hanoi and Ho Chi Minh City events, Dr. Le Hoang Oanh shared the Ministry of Industry and Trade's direction on improving training quality and promoting high-quality human resources for the digital economy. This information not only helps lecturers grasp the macro-level vision of the state management agency but also provides a basis for universities to adjust their training programs to align with the overall development direction.

- The training program is organized into 4 in-depth thematic sessions, providing comprehensive and practical information, including:

- National e-commerce development master plan for the period 2026-2030: Updated objectives and the latest solutions from the Government.

- E-commerce Law and Laws Related to E-commerce: Provides a solid legal foundation for teaching and research.

- Collaborative e-commerce training at universities: Opening up opportunities for networking and building effective curricula.

Through these thematic sessions, participating lecturers received professional training, updated themselves on the latest market trends, thereby enhancing their teaching capabilities and expanding their network within the e-commerce training community nationwide.

Accordingly, these workshops will aim to "Train e-commerce knowledge and skills for teachers in universities, colleges, and vocational high schools; develop a network of lecturers and experts with experience in teaching and imparting knowledge and skills in e-commerce"; and at the same time, "Increase the practical content in training in digital technology, digital economy, and digital society majors; introduce digital platforms, digital technologies, especially Vietnamese digital platforms and open technologies, into training programs so that students have the opportunity to practice and gain real-world experience."

At the conference, speakers focused on sharing insights into the development of e-commerce and current application trends in businesses; they also discussed practical issues at universities and colleges to exchange ideas on future training directions for e-commerce and digital skills.

Within the framework of the program, Ms. Tran Bich Ngoc will share the key contents of the National E-commerce Development Master Plan for the period 2026-2030, approved by Decision No. 1568/QD-BCT dated June 3, 2025, of the Ministry of Industry and Trade. The plan sets out strategic goals and major solutions to promote sustainable e-commerce development, including orientations on human resources, cross-border e-commerce, and green e-commerce.

This presentation will help faculty members keep abreast of national e-commerce policy directions and development trends, thereby providing a basis for updating teaching content, building training programs that are relevant to practice, and contributing to the formation of high-quality human resources for the digital economy.

The presentation by Lawyer Nguyen Huy Hoang from Bross & Partners Law Firm will help lecturers grasp newly enacted and draft laws related to e-commerce, including the Law on Personal Data Protection, the Draft Law on Digital Transformation, Decree 117/2025/ND-CP on tax management in e-commerce, and Decree 146/2025/ND-CP on decentralization of authority in the field of e-commerce. Through this content, lecturers can stay updated on changes in policies and legal regulations, thereby effectively applying them in teaching, research, and supporting students and businesses in complying with the law in e-commerce activities.

This year's training program includes four in-depth discussion sessions, focusing on key topics in the development and training of e-commerce in the new phase. Session 1: The National E-commerce Development Master Plan for the period 2026-2030 will discuss the development of e-commerce in Vietnam and the world, business trends and digital business technologies, the feasibility of objectives related to human resource training, and the necessity of disseminating this Master Plan to universities and students, providing insights into market size, enrollment needs, and job opportunities by 2030.

Session 2: The E-commerce Law session focused on discussing typical behaviors that harm consumers or businesses, the role of E-commerce Law in the sustainable development of the industry, new content in the Draft Law related to green e-commerce, cross-border e-commerce, as well as the situation of e-commerce law training at universities.

Session 3: Laws related to e-commerce clarify the relationship between e-commerce and fields such as information technology, communications, digital marketing, digital payments, and logistics, while updating new legal regulations including the Law on Personal Data Protection (June 26, 2025), the Draft Law on Digital Transformation, Decree 117/2025/ND-CP on tax management in e-commerce activities, and Decree 146/2025/ND-CP on decentralization of authority in this field.

Finally, Session 4: Collaborative Training in E-commerce at Universities will discuss coordination mechanisms between management agencies, associations, and training institutions to improve teaching quality, update training content in line with digital transformation trends, and promote linkages between universities and businesses to develop high-quality e-commerce human resources for the coming period.

The 2025 e-commerce and digital economy lecturer training program is not only a professional development activity but also an important forum, creating a bridge between management agencies, professional associations, and training institutions, working together towards the common goal of developing high-quality human resources to meet the increasingly stringent requirements of an economy that is rapidly transforming towards a digital model.
