Cross-border e-commerce: A sustainable export lever

The Department of E-commerce and Digital Technology continues to promote practical activities to create an even more favorable environment for the development of e-commerce. One of the highlights is the Vietnam E-commerce and Digital Technology Application Forum 2025, taking place from September 4-6, 2025 in Ho Chi Minh City, within the framework of the Vietnam International Sourcing 2025 Exhibition and Event.

In the context of the global digital economy, digital transformation and the promotion of e-commerce are key drivers helping Vietnam integrate, enhance competitiveness, and expand export markets. This orientation is clearly affirmed in Decision No. 645/QD-TTg of the Prime Minister on the National E-commerce Development Master Plan for the period 2021-2025, according to which e-commerce is identified as a pioneering field, applying digital technology to modernize production systems and distribution models, improve business efficiency, and create momentum for sustainable export growth.

Deputy Minister of Industry and Trade Phan Thi Thang delivered a speech at the Vietnam International Sourcing 2024 Exhibition and Event connecting international goods supply chains.

To realize these goals, the formation and development of a synchronized e-commerce ecosystem, from domestic to international markets, from manufacturers to international distribution channels, is indispensable. No single business or organization can independently address all the diverse aspects of e-commerce, from technology, logistics, and finance to policies and access to international markets. Therefore, the e-commerce ecosystem needs to be built as a multi-dimensional interactive network where key components, including regulatory agencies, technology solution providers, export manufacturers, logistics and financial institutions, consumers, and training organizations and media networks, participate, support, and synergize with each other, creating a robust system capable of self-adjustment and sustainable development.

Efforts to promote a sustainable e-commerce ecosystem in Vietnam are being actively implemented by the Department of E-commerce and Digital Economy, Ministry of Industry and Trade (E-commerce & Digital Economy) through various specific action programs. Key focuses include improving institutions and developing policies to create a favorable legal environment, enhancing the capacity of businesses and the community through training programs and SME support, developing infrastructure and technology with cashless payment solutions, smart logistics and AI, along with promoting international cooperation and cross-border e-commerce to seek and expand export channels to foreign markets.

Efforts to promote a sustainable e-commerce ecosystem in Vietnam are being actively implemented by the Department of E-commerce and Digital Economy, Ministry of Industry and Trade (E-commerce & DECO) through various specific action programs.

In the coming time, the Department of E-commerce and Digital Economy will continue to promote practical activities to create a more favorable environment for the development of e-commerce. One of the outstanding events is the Vietnam E-commerce and Digital Technology Application Forum 2025, which will take place from September 4-6, 2025 in Ho Chi Minh City, within the framework of the Vietnam International Sourcing 2025 Exhibition and Event. This forum is expected to be an important bridge, bringing together experts, policymakers and e-commerce and digital technology businesses from many countries to share knowledge, experience and orientation breakthrough solutions for the development of e-commerce and the digital economy in Vietnam in the coming time, focusing on 04 main areas including: (1) E-commerce, cross-border e-commerce, e-commerce operation; (2) Logistics; (3) Digital technology solutions for businesses; (4) Digital financial solutions.

The Vietnam E-commerce and Digital Technology Application Forum 2025 is expected to be an important bridge for experts, businesses, and policymakers to jointly orient breakthrough solutions for e-commerce and the digital economy in Vietnam.

With the coordination of over 60 Vietnamese trade offices abroad, the Forum is expected to welcome over 300 international business delegations from many countries. These international delegations are coming to Vietnam to seek cooperation opportunities, import goods, and connect with investors. In particular, the Forum will create conditions for Vietnamese businesses to directly trade with potential partners in the fields of cross-border e-commerce, logistics, and digital technology transfer. The presence of a large number of international buyers and investors promises to open up significant opportunities for Vietnamese businesses to expand their export markets and participate more deeply in global supply chains, thereby enhancing their competitiveness.

According to Mr. Bui Huy Hoang, Deputy Director of the Center for E-commerce and Digital Technology Development, Department of E-commerce & Digital Economy, Ministry of Industry and Trade - eComDX, global e-commerce is not simply about opening a storefront, but a game that requires a step-by-step approach to mastering the digital value chain. For cross-border e-commerce to become a long-term growth driver, Vietnamese businesses need to be more proactive in their thinking about directly accessing international markets, instead of relying solely on existing platforms. Currently, many Vietnamese businesses are still struggling, stopping at simply listing their goods on platforms without a systematic strategy for building databases, operations, marketing, and after-sales service across borders.

Based on the experience of implementing business support programs in the past by the Department of E-commerce and Digital Economy, Mr. Hoang said that many small and medium-sized enterprises (SMEs) entering international e-commerce often face difficulties in optimizing international logistics operations, managing multi-market orders, and especially lacking data on consumer behavior in specific countries, regions, or markets. The lack of in-depth measurement and analysis tools makes them vulnerable in the competition.

Therefore, Mr. Hoang believes that, in the context of today's rapidly developing technology, Vietnamese businesses need support in building internal capacity to self-coordinate, optimize, and measure the effectiveness of cross-border e-commerce operations, instead of just "participating" without "taking control." To support export businesses, many international e-commerce partners are currently working with the eComdx Center to exchange and pilot models for exporting goods through e-commerce, while gradually expanding the scope for Vietnamese export businesses in the future.
