Nâng cao năng lực và kỹ năng số<\/strong><\/p>Tiêu chí yêu cầu phát triển kỹ năng số cho ba nhóm đối tượng:<\/p><ul><li>Chủ thể kinh doanh<\/strong> được đào tạo livestream bán hàng, tiếp thị số, ứng dụng AI, quảng cáo số và TMĐT xuyên biên giới.&nbsp;<\/li><li>Cán bộ quản lý nhà nước<\/strong> được bồi dưỡng kỹ năng quản lý, thanh tra, bảo vệ người tiêu dùng và phòng chống gian lận trên môi trường số.&nbsp;<\/li><li>Người dân<\/strong> được trang bị kỹ năng sử dụng điện thoại thông minh để tra cứu thông tin, mua sắm an toàn và nhận diện lừa đảo trực tuyến. &nbsp;<\/li><\/ul>2. Xây dựng hệ sinh thái TMĐT tại địa phương<\/strong><\/p>Tiêu chí không chỉ đánh giá từng hộ kinh doanh mà còn khuyến khích hình thành hệ sinh thái hỗ trợ gồm:<\/p><ul><li>Tổ hỗ trợ cộng đồng (Đoàn Thanh niên, Hội Phụ nữ…);&nbsp;<\/li><li>Nhóm hỗ trợ trực tuyến trên Zalo, Facebook;&nbsp;<\/li><li>Chủ thể kinh doanh tiêu biểu dẫn dắt;&nbsp;<\/li><li>Đơn vị bưu chính, logistics lấy hàng tận nơi;&nbsp;<\/li><li>Các phiên livestream quảng bá nông sản do chính quyền địa phương tổ chức.&nbsp;<\/li><\/ul>3. Đánh giá mức độ triển khai thực tế<\/strong><\/p>Hiệu quả TMĐT được đo bằng các chỉ tiêu cụ thể như:<\/p><ul><li>Tỷ lệ chủ thể tham gia kinh doanh trực tuyến;&nbsp;<\/li><li>Tỷ lệ sản phẩm OCOP, sản phẩm công nghiệp nông thôn tiêu biểu được số hóa;&nbsp;<\/li><li>Mức độ ứng dụng truy xuất nguồn gốc bằng mã QR;&nbsp;<\/li><li>Tổng doanh thu từ TMĐT của địa phương.&nbsp;<\/li><\/ul>Điểm mới của Tiêu chí 7.3<\/strong><\/p>Một điểm nổi bật là phương pháp đánh giá dựa trên dữ liệu và minh chứng số<\/strong>. Địa phương được hướng dẫn khai thác dữ liệu từ cơ quan quản lý, nền tảng trực tuyến, đơn vị logistics, ngân hàng, trung gian thanh toán kết hợp khảo sát thực tế; đồng thời chuẩn hóa hồ sơ minh chứng để phục vụ công tác thẩm định.&nbsp;<\/p>Ý nghĩa của Tiêu chí 7.3<\/strong><\/p>Việc triển khai Tiêu chí 7.3 có ý nghĩa quan trọng trong quá trình xây dựng nông thôn mới và phát triển kinh tế số, cụ thể:<\/p><ul><li>Thúc đẩy chuyển đổi số ở cấp cơ sở<\/strong>, đưa TMĐT trở thành công cụ phát triển kinh tế nông thôn.&nbsp;<\/li><li>Mở rộng thị trường tiêu thụ<\/strong> cho sản phẩm OCOP, đặc sản địa phương và sản phẩm công nghiệp nông thôn thông qua các nền tảng số.&nbsp;<\/li><li>Nâng cao năng lực số<\/strong> cho cán bộ, doanh nghiệp, hợp tác xã và người dân, giúp chủ động tham gia kinh tế số.&nbsp;<\/li><li>Tăng thu nhập cho người dân<\/strong>, giảm phụ thuộc vào phương thức bán hàng truyền thống, tối ưu logistics và nâng cao giá trị sản phẩm.&nbsp;<\/li><li>Hình thành hệ sinh thái TMĐT bền vững<\/strong>, tăng cường sự phối hợp giữa chính quyền, doanh nghiệp, tổ chức đoàn thể và các đơn vị cung cấp dịch vụ số.&nbsp;<\/li><li>Nâng cao chất lượng thực hiện Chương trình mục tiêu quốc gia xây dựng nông thôn mới giai đoạn 2026–2030<\/strong>, góp phần hiện thực hóa mục tiêu phát triển kinh tế số từ cấp xã đến cấp quốc gia.&nbsp;<\/li><\/ul>Có thể thấy, Tiêu chí 7.3 không chỉ là một tiêu chí đánh giá trong Bộ tiêu chí quốc gia về xã nông thôn mới mà còn là động lực thúc đẩy chuyển đổi số toàn diện ở khu vực nông thôn<\/strong>, giúp TMĐT trở thành kênh tiêu thụ bền vững, nâng cao năng lực cạnh tranh của chủ thể kinh doanh và tạo nền tảng phát triển kinh tế số địa phương.<\/p>Là đơn vị trực thuộc Cục Thương mại điện tử và Kinh tế số được giao nhiệm vụ hướng dẫn triển khai Tiêu chí 7.3, eComDX không chỉ cung cấp các chương trình đào tạo mà còn đồng hành với địa phương theo mô hình \"Tư vấn – Đào tạo – Triển khai – Đo lường – Đánh giá\"<\/strong>.
