Vinh Long accelerates the implementation of the 2025 E-commerce Law, enhancing management capacity in the digital age

To enhance the state management capacity in e-commerce, meet the requirements of implementing the 2025 E-commerce Law, and promote digital transformation in the locality, from July 7-9, 2026, the Department of Industry and Trade of Vinh Long province, in coordination with the Center for E-commerce and Digital Technology Development (eComDX) - Department of E-commerce and Digital Economy, Ministry of Industry and Trade, organized a training conference to disseminate knowledge on e-commerce applications to officials and civil servants in the province.

Vinh Long is one of the pioneering localities in issuing the E-commerce Development Plan for the period 2026-2030 (in January 2026) with many synchronized goals and solutions to concretize the policies of the Government and the Ministry of Industry and Trade on e-commerce development. Accordingly, the Plan focuses on developing digital infrastructure, enhancing digital capacity for businesses and state management agencies, and promoting the application of e-commerce in production, business, and consumption of local products. This is considered a timely step, creating a foundation for e-commerce to become a driving force for digital transformation, expanding markets, and enhancing the competitiveness of businesses, contributing to the sustainable development of the digital economy in the locality. Therefore, a training conference on the application of e-commerce for officials and civil servants will be held from July 7-9, 2026, to effectively implement the E-commerce Development Plan in Vinh Long province in 2026. 

Overview of the training conference

Attending the conference, on behalf of the Department of Industry and Trade of Vinh Long province were Mr. Pham Phuoc Trai - Deputy Director, along with representatives from various departments and centers under the Department, and a large number of civil servants and officials working in commune and ward-level management agencies in Vinh Long province participating in the training course. On behalf of eComDX were Mr. Nguyen Huu Tuan, Director of the Center, and Mr. Cao Qui Long - Information, Service and Training Department.

In his opening remarks at the conference, Mr. Pham Phuoc Trai stated that in recent years, e-commerce has become one of the important driving forces promoting economic growth, business development, and enhancing the competitiveness of the locality. Especially after Vinh Long province expanded its development space, the need for digital transformation, the digital economy, and the application of e-commerce in state management has become more urgent than ever.

The year 2026 marks a very important milestone as the Law on E-commerce officially comes into effect on July 1st, 2026. This is a new legal framework, creating a foundation for the development of transparent, modern, safe, and sustainable e-commerce. Simultaneously, many new regulations on management decentralization, responsibilities of state management agencies, consumer protection, digital data management, product traceability, and management of activities in the digital environment will also be implemented in a coordinated manner.

Mr. Pham Phuoc Trai, Deputy Director of the Department of Industry and Trade of Vinh Long province, delivered the opening speech at the conference.

In this context, the Deputy Director of the Department of Industry and Trade of Vinh Long province emphasized that the staff of departments, agencies, and local governments need to update their knowledge, improve their management capacity, and strengthen inter-agency coordination in managing e-commerce activities.

Therefore, the Department of Industry and Trade, in coordination with the Center for E-commerce and Digital Technology Development, organized a series of three training courses in Tra Vinh, Ben Tre, and Vinh Long wards to provide opportunities for state management officials to access the latest knowledge and practical experience from e-commerce experts of the Ministry of Industry and Trade, contributing to the effective implementation of e-commerce development tasks in the coming time.

Enhancing the transparency of the e-commerce market.

At the conference, Mr. Nguyen Huu Tuan - Director of eComDX - shared a lot of general information about state management in e-commerce in Vietnam, e-commerce trends; introduced the Law on E-commerce 2025 No. 122/2025/QH15 (E-commerce Law 2025) and Decree No. 248/2026/ND-CP (Decree 248). Accordingly, Mr. Tuan focused on clarifying the scope of regulation, subjects of application and new policies of the Law; classifying e-commerce platform models, social networks with e-commerce activities and integrated platforms; and analyzing the responsibilities of platform owners, sellers, buyers, logistics service providers, payment providers and other supporting organizations in the e-commerce ecosystem. 

According to the director of eComDX, the Law and Decree introduce many new regulations to enhance market transparency, such as requiring the public disclosure of priority criteria for product display, regulations on livestreaming sales, electronic verification of sellers, establishing a mechanism for receiving and processing violations within 24 hours, strengthening data connection and sharing with state management agencies, and applying technology in monitoring e-commerce activities.

Besides protecting consumer rights and creating a healthy competitive environment, Mr. Tuan noted that the new regulations also open up many opportunities for localities to improve the efficiency of state management, promote digital transformation of businesses, cooperatives, and household businesses, and support the development of distinctive products and OCOP products in the digital environment. This will be an important basis for localities to proactively build implementation plans, strengthen propaganda and guidance for business entities to comply with legal regulations, and effectively exploit the potential of e-commerce, contributing to promoting the development of the digital economy in the new phase.

Besides introducing and implementing new legal regulations on e-commerce, Mr. Tuan guided state management officials in Vinh Long province on identifying certain violations and handling administrative violations related to e-commerce according to current regulations.

E-commerce has become a tool to support rural economic development.

Regarding the development of e-commerce in rural areas, Mr. Tuan stated that on March 31, 2026, the Ministry of Industry and Trade issued Circular No. 17/2026/TT-BCT (Circular 17) to concretize regulations and guidelines for implementing Criterion 7.3 "Effective implementation of e-commerce activities" under the National Criteria Set for New Rural Communes in the 2026-2030 period.

Mr. Tuan stated that the implementation of Circular 17 is of significant importance in making e-commerce a tool to support rural economic development, helping people and businesses access a wider market, increasing the value of local products, and creating a basis for localities to build new rural communes in a modern, sustainable direction linked to the development of the digital economy, enhancing the competitiveness of businesses, cooperatives, business households and OCOP entities, thereby contributing to promoting digital transformation and expanding product consumption markets.

How can e-commerce be effectively implemented? According to Mr. Tuan, it's about the commune establishing infrastructure, an ecosystem, or a synchronized operation where business entities proficiently use digital skills to directly distribute and sell products through digital platforms, thereby bringing about real economic efficiency, optimizing logistics, and ensuring transparent product traceability.

Mr. Tuan argued that the evaluation should not only focus on the number of stalls or products uploaded to the digital environment, but also concentrate on the effectiveness of actual implementation through three groups of content that constitute the criteria for evaluating the effective implementation of e-commerce activities in communes. These are: (i) Developing digital capacity and skills for officials, citizens, and business entities; (ii) Building an e-commerce ecosystem at the local level with the participation of community support groups, logistics, and promotional activities such as livestream sales; (iii) The level of e-commerce application through expanding online business, digitizing OCOP products and typical rural industrial products, applying traceability, and increasing revenue from online transactions.

For Vinh Long province, to effectively implement this criterion, as suggested by Mr. Tuan, communes and wards need to proactively review the current situation, develop implementation plans suitable to actual conditions, and at the same time, closely coordinate between sectors and levels and mobilize the active participation of businesses, cooperatives, business households and people. The Director of eComDX affirmed that only when e-commerce truly becomes a tool to support product consumption, expand markets and increase income for people will Criterion 7.3 truly fulfill its meaning in building sustainable new rural areas.

AI contributes to improving business efficiency in the digital environment.

In the context of the rapid development of e-commerce, artificial intelligence (AI) is becoming an important tool to help businesses, cooperatives, household businesses, and production entities improve business efficiency in the digital environment. This topic also received significant attention from participants in the training program in Vinh Long. Mr. Cao Qui Long, representing eComDX, introduced participants to popular AI applications to support official duties and business activities on popular e-commerce platforms and social networks in Vietnam.

Citing data from the Meta Marketing Summit 2025, Mr. Long stated that 66% of Vietnamese businesses are using AI to communicate with customers, 63% are using it to find new customers, and 15% of consumers are using AI to find shopping ideas for the holiday season. Furthermore, according to the “AI in eCommerce Statistics” report in 2025, over 80% of online retailers have already used AI in their e-commerce operations to drive growth. Therefore, Mr. Long affirmed that AI contributes to improving business efficiency in the digital environment. AI is not just a tool – it's an intelligent assistant, from personalizing the shopping experience to optimizing the sales process; AI accompanies both buyers and sellers.

To illustrate this point, Mr. Long took the time to share specific examples of AI applications to support business operations on Shopee – one of the e-commerce platforms with a large user base in Vietnam. 

Accordingly, Mr. Long focuses on guiding how to apply AI to research market trends, analyze customer needs, build engaging sales content, write SEO-optimized product descriptions, create images, short videos, and livestream scripts, while also optimizing advertising and automated customer care, contributing to saving time and costs and improving the effectiveness of reaching consumers. 

To enhance interaction and hands-on practice during training sessions, experts from eComDX guided trainees in applying AI in official duties (building presentation slides, creating media with sound, music, and video, designing images, banners, and backdrops, building reports, drafting official emails, etc.); and practical skills to effectively operate Shopee stores by optimizing product information and images, building keyword sets, managing orders, improving display rates, increasing customer interaction, handling post-sales reviews, and leveraging platform promotions to boost sales.

The leaders of the Department of Industry and Trade emphasized that organizing training sessions immediately after the regulations on the 2025 E-commerce Law and Decree 248 came into effect helped management staff in Vinh Long province quickly update their knowledge of new e-commerce legal regulations, while also enhancing their understanding of digital economy management, digital platforms, and digital data. This will enable them to implement these regulations synchronously to promote the development of e-commerce in businesses throughout the province.

The 2025 E-commerce Law and Decree 248 guiding its implementation will take effect on July 1, 2026. To effectively implement the Law and meet the requirements of the new context, the Departments of Industry and Trade of many localities (Thanh Hoa, Gia Lai, Phu Tho, Quang Ninh, Son La, Vinh Long, Hue, etc.) have collaborated with the Center for E-commerce and Digital Technology Development (eComDX) - Department of E-commerce and Digital Economy, Ministry of Industry and Trade, to organize training conferences and disseminate knowledge on e-commerce applications to state management officials, businesses, cooperatives, and business households in their respective areas.
