Son La: Enhancing e-commerce skills for state management officials in the performance of their duties

On May 12, 2026, the Center for E-commerce and Digital Technology Development - eComDX (Department of E-commerce and Digital Economy, Ministry of Industry and Trade) collaborated with the Department of Industry and Trade of Son La province to organize a training conference on state management of e-commerce in 2026.

The conference was held in both in-person and online formats, with 75 connection points at the People's Committees of communes and wards throughout Son La province.

The conference was attended by Mr. Ha Nhu Hue - Director of the Department of Industry and Trade of Son La province; Mr. Nguyen Huu Tuan - Director of eComDX; representatives and specialists from the Provincial Police, Provincial Inspectorate, Tax Department, Department of Industry and Trade and the Provincial Market Management Sub-department of Son La province… The conference was also held online with 75 connection points at the People's Committees of communes and wards in Son La province.

At the conference, Mr. Nguyen Huu Tuan - Director of eComDX - shared with the participants an overview of e-commerce in Vietnam in 2026; guidance on the procedures for notifying the Ministry of Industry and Trade about e-commerce websites; an introduction to the E-commerce Law and the draft Decree guiding the E-commerce Law; some violations and administrative penalties for e-commerce violations according to current regulations; and the inspection, examination, and handling process for violations in the e-commerce sector…

Strengthening coordination in state management of e-commerce. 

In the context of the ongoing digital transformation across all sectors of socio-economic life, e-commerce is increasingly asserting its crucial role in production, business, goods distribution, and market development. E-commerce not only creates opportunities to expand product markets and enhance the competitiveness of businesses, cooperatives, and household businesses, but also contributes to promoting the development of the digital economy at the local level.

However, the rapid development of e-commerce also places many new demands on state management, such as: managing business activities on digital platforms; protecting consumer rights; managing taxes; inspecting and handling violations in the e-commerce environment; ensuring information and personal data security, aiming to build a sustainable, transparent, and "green" e-commerce environment. This requires state management officials and civil servants to constantly update their knowledge, improve their professional skills, and strengthen inter-agency coordination in performing their duties.

According to Ha Nhu Hue, Director of the Department of Industry and Trade of Son La province, stemming from practical requirements, the Department of Industry and Trade, in coordination with the Center for E-commerce and Digital Economy Development, organized a training conference to disseminate current legal regulations and new documents related to e-commerce; and at the same time, equip and update knowledge and skills for officials and civil servants in the management, inspection, and handling of violations in the field of e-commerce.

The leaders of the Department of Industry and Trade of Son La province hope that the conference will contribute to helping relevant functional forces continue to strengthen coordination in state management of e-commerce; promote propaganda and guidance for organizations and individuals to comply with the regulations of the law; and contribute to building a transparent, healthy, safe and sustainable e-commerce environment in Son La province.

Promoting comprehensive digital management

Discussing the 2025 E-commerce Law and the draft decree guiding its implementation, the Director of eComDX emphasized that the overall new points of the 2025 E-commerce Law are: clearly classifying platform models; enhancing transparency (publicizing algorithms); tightening accountability for removing violations; and promoting comprehensive digital management.

According to Chapter V of the Draft Decree on the scope of application and general obligations regarding international elements, Mr. Tuan stated that the Draft Decree has detailed the conditions and compliance obligations of e-commerce platforms with foreign elements. Accordingly, foreign platforms must comply with regulations on consumer protection, taxes, and legal obligations in Vietnam (having a Vietnamese interface, an authorized legal entity in Vietnam, achieving over 100,000 transactions per year in Vietnam, and depositing a minimum of VND 20 billion in a Vietnamese bank to guarantee compensation and tax obligations). Foreign platforms are also required to submit annual periodic reports on e-commerce activities before February 15th; they are required to verify sellers and process removal requests within 24 hours of receiving the request from the regulatory authority.

The inspection, examination, and handling of violations in the e-commerce sector was one of the important topics shared by Mr. Nguyen Huu Tuan with officials and civil servants from the police, inspection, and tax forces of Son La province. Based on typical cases discovered and handled by authorities in the past, Mr. Tuan stated that the basic steps in handling e-commerce violations include: Gathering domain and hosting information; Gathering related information; Determining the type of activity; Determining registration, notification, and licensing responsibilities; Determining platform responsibilities; Identifying administrative violations and penalties…

Following the general knowledge sharing session, Mr. Tuan guided police, tax, and inspection officers in Son La on the procedures, skills, and situations that may arise when conducting inspections, audits, and handling violations. In addition, Mr. Tuan reminded the trainees of some common signs of violations on e-commerce platforms and social media.

The "invisibility" effect and the challenges in the digital age.

Discussing the overall issues and current trends in e-commerce, Mr. Nguyen Huu Tuan - Director of eComDX - believes that the market doesn't wait; this is the golden time for digital transformation, because without a digital presence, you will be "invisible" in the eyes of customers or left behind. 

Mr. Tuan posed the question: So, if you are a salesperson, do you want to be "invisible" or "hidden," deliberately losing opportunities? Why would a salesperson miss this golden opportunity, with the support of technology, chatbots, and sales funnels working non-stop, generating sales even while you sleep, optimizing costs, and finding new customers (CAC) through content marketing and precise targeted advertising?

To address these concerns, Mr. Tuan affirmed: "Entering the e-commerce market early helps lower costs and build expert reputation faster, thereby building trust and sustainable influence in the digital space." 

Discussing the actual customer journey in 2026, Mr. Tuan stated that customers typically don't buy immediately after watching videos, reviews, or livestreams. They always go through a journey: they find it interesting, are attracted, begin to have a need, but still consider whether the product is "worth buying" by comparing prices and checking the seller's reputation. " 80% of customers will leave if the store is weak," Mr. Tuan observed, therefore, sellers need a sound strategy to retain customers and close deals.

The successful conclusion of the conference not only provided an opportunity for officials and civil servants to update their knowledge and improve their professional skills, but also demonstrated the strong determination of the locality to adapt to the rapidly developing digital economy.

With the close guidance of the Son La Provincial Department of Industry and Trade and the support of the Center for E-commerce and Digital Technology Development (eComDX), practical training programs like this will continue to create momentum to promote a team of state management officials who are "strong in expertise - skilled in technology - knowledgeable in practice," contributing to making e-commerce a new growth driver for Son La in the digital age.
